The purpose of the Rivergate was to provide a facility for the promotion of the area's economy. Success or failure of such a facility is measured by the economic impact on the area's economy. If the Rivergate's revenues did not match expenses, the Dock Board, the funding agency, was obliged to cover the deficit with funds which came from profits on port fees.

Facilities that came on the scene after the Rivergate, such as the Louisiana Superdome and Convention Center, are funded by a 4.5 percent hotel-motel tax. As long as tourists continue to view New Orleans as a desirable destination, those institutions need not fear for their existence. And there will be few inquiries as to whether they are making or losing money.
