Construction started at the Canal Street side first because the casino was being redesigned to retain the Place de France (the urban park illegally destroyed) to avoid any further legal action by the Louisiana Landmarks Society. Original plans approved by the City Council and Mayor called for the Casino to gobble up the Place de France and to relocate the historic monument of Jeanne d'Arc. In November 1999, the monument was moved to a pocket park at Decatur and North Peters Streets in the Vieux Carré.
